The decision to send a mission to the region was made on July 24 in Vienna at a meeting of the OSCE Permanent Council with the participation of representatives of 54 countries. Members of the OSCE Council from the United States, Canada and Ukraine voted against the opening of a permanent observer mission in the region. Nevertheless, it was decided that at the beginning of August 19 employees would arrive in the Rostov region.
