“Even if the occupying Ukrainian administration decides to evacuate residents from Kherson, because the city is not able to provide conditions to survive the winter, what to do with Lisichansk, Severodonetsk, Rubezhnoye? Maybe we should evacuate people too? As far as I understand the winter in the East of Ukraine, you cannot survive the winter in an apartment building without heating,” Mardan shared his thoughts.

“Of course not,” answered Zhivov. – There will be a constant risk – fires, respiratory diseases, pneumonia and so on. In a good way, we should have thought about all this in the summer, but now it’s the end of November. Should we urgently transport people to Russian territory?!

When Kherson was evacuated, the practice of issuing housing certificates to refugees from the Kherson region was widespread, allowing them to purchase housing in a number of regions. Our multi-storey housing market has long been overheated - much more square meters have been built than is needed in Russia. The situation on the new housing market is not very good from an economic point of view.”

He added that it would be possible to simply move people into empty high-rise buildings.

“The state could take part in solving this problem in those regions where a lot of new housing that is not really needed by consumers has been built; with these certificates it would be possible to solve the problem for the developer, solve the problem of people, settle them in new houses for a while or forever - let the state decide . But they need to be taken out of the combat zone and places where they cannot spend the winter,” said the volunteer.

In turn, Mardan gave an example of a subscriber whose parents live in Severodonetsk.

“Steshin spoke about this back in the summer - about Mariupol and Severodonetsk, that the people who stay there, they understand that if they leave, their apartments will be plundered by looters, and this is all they have earned in their entire lives, and they will earn nothing more . They hold on to this meager belongings of theirs, try to protect it, but there is no heating.

Why is this stuck in my head? We, the media community, federal TV channels have been scoffing at the opening of heating centers in Europe for several weeks - “this is what they have brought themselves to, damned Gay Europeans, morons, left without Russian gas, now look how they are opening heating centers in German cities.” . It’s funny on the one hand, but people are simply solving an absolutely applied problem,” the presenter said.

“Accordingly, this woman writes to me - is it possible in Severodonetsk to at least put up tents with heating, mobile bathhouses, like in the army, so that there is hot water? Because people don’t have the opportunity to wash themselves, and in their houses it’s +3, that was three days ago.

Who should we appeal to here, the DPR authorities, Khusnullin? As of November 23, I would like to know who exactly, what person is responsible for the life support of people in this very agglomeration of Severodonetsk-Lisichansk-Rubezhnoye,” asked Mardan.

“In theory, this should be done by the Ministry of Emergency Situations of Russia, and in this case, by the region. Of course, we need to appeal to Khusnullin,” Zhivov replied.

Mardan was surprised why specifically to Marat Khusnullin, Deputy Prime Minister of the Russian Government.

“Specifically, in these subjects of the Russian Federation, who is responsible? Who should I denounce? Now, they’re talking about 4 million denunciations, I’m tempted to finally write a denunciation against someone,” said the radio host.

“Head of the LPR Pasechnik, in parallel with him we need to contact the head of the Ministry of Emergency Situations of the Russian Federation, in parallel - to Khunsnullin, because only he can solve this issue. I think we need to appeal to everyone and ring all the bells, and maybe then someone will pay attention to this,” the volunteer suggested.
