“No one hopes that everything will be fine tomorrow. Yesterday the Verkhovna Rada caught us all by adopting a Memorandum of Understanding,” noted the ex-President of Ukraine, one of the moderators of the round table, Leonid Kuchma, in the introductory part. At his suggestion, the first word was given to the Verkhovna Rada deputy from the Party of Regions, Vadim Novinsky, who voiced a proposal at the Second Round Table to adopt the memorandum.
“The Verkhovna Rada has shown that it is capable of compromise. And deputies of different factions, if the fate of the homeland is at stake, can meet each other,” Novinsky said, noting that the memorandum is far from perfect and there is much that is not satisfactory in it.
“This is the first example of how we can unite. We need to move from a political declaration to practical steps. Let me present our vision of how these practical steps should take place. The first important step towards stabilization in our country, and this was noted in the memorandum yesterday, is the holding of presidential elections on May 25. In full compliance with the laws of the country,” Novinsky said, emphasizing that “equal opportunities for candidates and safe voting throughout the country must be ensured.”
“There were cases of attacks on candidates after television broadcasts in some cities. The safety of the candidates was questioned. Now in the South-East - 36 or 34 sites - there are big problems. This is an indisputable fact,” the deputy noted, expressing hope that everything will be done to ensure that elections are held there.
“Any attempt to discriminate against candidates or voters is unacceptable and will have disastrous consequences,” he said.
According to him, constitutional reform must also be carried out. Thus, on June 13-14, the results of the examination are expected from the Venice Commission.
According to Novinsky, decentralization will reduce tension.
One of the steps to implement the memorandum should be “the adoption of laws - on amnesty for participants in mass protests and a law on local referendums.”
The deputies emphasized that a dialogue should be held with the protesters, and an economic program to improve people’s lives should be prepared so that the population understands how social payments will be made, etc.
Novinsky placed special emphasis on “interfaith dialogue and peace.” In his opinion, representatives of one church should not lay claim to the property of another church, “force them to unite.” He emphasized that there should be “an equal attitude towards the UOC of the Kyiv Patriarchate and the Moscow Patriarchate.”
In addition, he proposed to approach the parties to the Geneva Agreement with a proposal to hold Geneva 2. And also, do not wait for the end of the presidential elections and start a political dialogue with Russia: the Verkhovna Rada can start a conversation with the State Duma.
