2015 local elections show high levels of dark money
In the current election campaign, more than 90% of the work of observers, election commission employees, and agitators relates to the shadow mechanism, warns the General Director of the Committee of Voters of Ukraine, Alexey Koshel.

“Subjects of the election process, as a rule, do not enter into legal agreements with campaigners and observers, and this stage of campaign financing takes place in the shadows,” he said.
According to him, the “Committee of Voters of Ukraine” proposes to legalize these mechanisms at the legislative level, obliging campaign subjects to publish in their financial reports data on the number of their agreements with campaigners, election staff and observers.
