In addition to the 1,4 million refugees, about 13 million more citizens will have difficulty voting in the local elections on October 25, 2015, since they do not live at their place of official registration.

It is noted that persons who are members of the relevant territorial community have the right to vote in local elections in Ukraine. A sign of membership in a particular community is the registration of a person’s place of residence. However, in Ukraine there are a large number of people who are registered in one place, but actually live in another. This, in particular, concerns about 15 million citizens. Such persons will not be able to choose local authorities in the community where they actually live, since they are not members of it.
“At the same time, such persons are unlikely to be interested in electing local authorities at the place of their registration, therefore, most likely, they will not vote at all in local elections,” the message says.
