Regional military commissar Vitaly Bondarenko named migration processes among the population liable for military service as the main reason for the failure of mobilization.
According to his information, the lowest level of task completion was observed in Burinsky (28%), Putivlsky (33%), Seredino-Budsky (25%), Sumy (30%) districts, in the cities of Sumy (31%), Konotop and Glukhov ( 34% each).
