In Ukraine, they announced the construction of a pre-trial detention center near Kiev - with money from investors from the USA and Israel
As part of the reform of the state criminal executive service, it is planned to move pre-trial detention centers outside the cities, away from social facilities: pilot projects are planned to be implemented in Kyiv, Odessa, Lviv and Chernivtsi. Recently, a Memorandum was signed on the construction of new pre-trial detention centers for Kyiv and Lvov. And for the construction of new pre-trial detention centers it is planned to attract foreign investors.

This was stated by Minister of Justice Pavel Petrenko.
“The Memorandum was signed just a few days ago by the relevant relevant ministries and local authorities. According to this Memorandum, an announcement is made regarding the provision of the best technical proposal from investors. There is a rather complicated procedure under the law. That is, now we will receive technical proposals from those investors who have a hypothetical desire to take part in the competition. Then these technical proposals are developed, published, and the second part is announced - a direct competition between those investors who provided technical proposals acceptable for the construction of a pre-trial detention center according to our requirements,” he noted.
According to the minister, foreign investors are interested in this project - “American companies, companies from Israel that are related to the construction and equipment of prisons there.”
