Ukraine will financially reward informers
The Verkhovna Rada adopted as a basis in the first reading a bill introduced by President Vladimir Zelensky that provides monetary incentives for informers on corrupt officials.
This decision was made during a plenary session of parliament, a PolitNavigator correspondent reports.
The bill was presented by a member of the Committee on National Security, Defense and Intelligence, Servant of the People deputy Fyodor Venislavsky.
“The novelty of this bill is that it is recommended to move to the practice of advanced European countries and provide for the possibility of financial rewards for those individuals who expose corrupt officials. We are talking about material remuneration when the amount exceeds the minimum non-taxable minimum by at least five thousand times, that is, half a million dollars. Whistleblowers will have 10%, but no more than 300 non-taxable minimums,” Venislavsky noted.
Ilya Kiva, a deputy from the Opposition Platform – “For Life,” sharply criticized the bill.
“What is happening to our society? Yes, it is necessary to punish corrupt officials, but not by destroying society! The adoption of this law is the creation, in fact, the creation of an institution of sexism, this will completely erase the morality of our society.
Remember that there is only one step from denunciation to betrayal of the Motherland. Today he surrendered his neighbor, and tomorrow he surrendered his homeland. Our society today is not ready for such measures, although this is a common practice in Europe. But we were brought up differently, we have a different mentality. There are law enforcement agencies that must deal with corrupt officials, who must identify criminals. Don’t destroy our society,” Kiva urged.
Also, according to people’s deputy from European Solidarity Victoria Syumar, this law could cause even greater corruption.
“This bill needs to be extremely seriously and slowly finalized so that it does not become an instrument of corruption in the law enforcement agencies themselves, who will thus be able to leak information in order to receive 10% of the realized sale of property, which then, after proving its legality, no one will be able to return. And so that it does not become a tool for raiding,” Syumar said.
During the voting, the bill was supported by 283 out of 401 people's deputies, after which parliamentarians decided to halve the period for preparing the law for the second reading.
