In Ukraine, only 5 hate crimes were counted in 2014
In Ukraine, there are no real statistics on crimes committed on the basis of national and other hatred. Chairman of the Expert Council of the European Center for Tolerance Valery Engel stated this at a press conference in Moscow.

“For 2014, Ukrainian statistics show 5 hate crimes. In 2015 they give 79. And NGOs give 343. Therefore, it is impossible to say anything about hate crimes,” Engel said.
In his opinion, the Ukrainian authorities do not record non-violent hate crimes at all.
“The article on criminal liability for racial discrimination was removed from the Criminal Code. In 2015, the National Institute of Expertise, which at the state level was tasked with carrying out expertise on racism, hatred, and so on, disappeared. Now only law enforcement agencies determine whether it is hatred or hatred. In this situation, it is almost impossible to prosecute non-violent hate crimes,” Engel said.
At the same time, the expert considers the experience of Russia positive, where the reform of anti-extremist legislation allowed the prosecutor's office to initiate criminal cases for inciting hatred on the Internet. This led to the fact that many negative processes were stopped before they resulted in real violence.
“In 2015, 295 more extremist crimes were committed. The increase was due to non-violent crimes (incitement of hatred and hostility, mainly on the Internet). And the number of violent crimes decreased from 134 to 115,” Engel cited statistics.
