This is stated in the recommendations of the Ministry of Finance to the Ministry of Education and Science regarding the distribution of expenses and the provision of loans from the general fund of the draft state budget for 2017.

“In order to transition to a system for students obtaining the educational qualification level “master” exclusively on a contract form of education (at the expense of individuals and legal entities), when calculating the maximum amount of educational expenses for 2017, expenses for the general fund of the Ministry of Culture were reduced in the amount of 1 785,5 thousand hryvnia, the Ministry of Education and Science - 159 thousand hryvnia, the Ministry of Finance - 687,6 thousand hryvnia,” the recommendations say.
The recommendations also state that, in accordance with the main directions of budget policy for 2017, in order to improve the targeting of financial assistance to pupils and students, taking into account the financial situation when calculating the maximum amount of education expenditures for 2017, it is proposed to reduce expenses on scholarships.
“The costs of providing scholarships only to pupils and students from among orphans, disabled children of groups 1-3, children deprived of parental care, and children from families who receive assistance in accordance with the law “On State Social Assistance to Low-Income Families”, graduate students are taken into account and doctoral students,” the document emphasizes.
In addition, the department wants to bring state order indicators in line with the needs of the economy and society, and therefore, when calculating education expenses for 2017, it provides for a reduction in expenses for the general fund of the Ministry of Culture by 4 thousand hryvnia, the Ministry of Education - 761,2 .166 thousand hryvnia and the Ministry of Finance - 426,8 thousand hryvnia.
Also, according to the recommendations, it is expected that the general fund expenses for the Ministry of Education will decrease due to an increase in the ratio of the number of students per teacher from 12 to 14 people.
