The Ukrainian state did not provide normal conditions for internally displaced persons. Oleg Peretyaka, coordinator of the NGO “Lugansk Coalition “Citizens for Transparency in Government Actions,” stated this at the round table “Betrayed and Doomed by the State,” dedicated to the problems of internally displaced persons.

“Those who stayed look at those who left and see the result. There are already several court decisions recognizing the actions of local authorities as discriminatory towards displaced people,” the speaker noted. – First of all, these are the issues of obtaining a migrant certificate. The law, passed in 2014, states that the certificate confirms a person's registration. We are already away from the places where we previously lived for more than two years. In fact, we are permanent residents of the communities where we live. But nowhere do local authorities recognize the rights of people who have left, do not put them on a queue for housing, and do not consider that a migrant’s certificate is the basis for registration to be placed on a queue for housing.”

“Discrimination largely shows the attitude of our state towards people. Many pensioners are deprived of their legal right to receive a pension. The state has made us hostage to the place where we are registered. Those who have been released from prison do not have as many problems as a migrant. The migrant is tied to the fact that some commission will come to him, he must constantly show his presence at the place where he is registered, etc.,” Peretyaka said.
