From the Ukrainian side, the ceremony was attended by the acting Minister of Health of Ukraine Ulyana Suprun, as well as the head of the National Academy of Land Forces, Lieutenant General Pavel Tkachuk. The American side was represented by the commander of the US Army in Europe, Lieutenant General Ben Hodges, and the head of the regional medical command of the US Armed Forces in Europe, Brigadier General Denis LeMaster.
