In Ukraine, a continuation of the scandal with the purchase of military components by Poroshenko’s entourage
The Ukrainian project “Bihus.info” published new details of the scandal surrounding the purchase of smuggled components in Russia by Petro Poroshenko’s entourage for the army and their resale at a markup to the Armed Forces.
As reported in the last issue, Igor Gladkovsky, the son of Deputy Secretary of the Security Council Oleg Gladkovsky, was direct participant in million-dollar theft schemes in the defense complex. Let us note that today the President of Ukraine Petro Poroshenko, after the erupted scandal dismissed Gladovsky from his position.
In the previous series of the investigation, it was alleged that back in 2015, Gladovsky, together with partners Andrei Rogoza and Vitaly Zhukov, organized the supply of smuggled Russian parts for military equipment of the Armed Forces of Ukraine.
In the new series we are talking about the shares that Gladkovsky Sr. and Ukroboronprom General Director Pavel Bukin received in contracts with Kazakhstan for the supply of altimeters for aircraft.
“AN-26, Soviet military transport aircraft. Until now, such aircraft are in service in post-Soviet countries and they are still being repaired in Kiev at the plant of the Ukroboronprom concern, for example, Kazakhstan,” the story says, after which they show the President of Ukraine Petro Poroshenko, who proudly speaks about the independence of the concern from Russian components.
Next, we’ll talk about how the president’s friends made money by supplying some parts from Russia.
The fact is that it was not the repair plant itself that was responsible for the supply of spare parts for aircraft, but another enterprise of the concern, Ukrspetsexport, for which any cooperation with the Russian Federation has officially been terminated since 2014.
As the authors of the investigation found out, in order to circumvent the ban, the then head of Ukrspetsexport, and now the entire Ukroboronprom, Pavel Bukin turns to Zhukov and Gladkovsky Jr. with an offer to supply the necessary altimeters.
Next is the following scheme: Russian-made devices are transported by train to Moscow, where they are processed (while journalists are hiding how - ed.) and are redirected by plane to the United Arab Emirates, transferred from one company to another, and then, turned on paper into spare parts for civilian helicopters, taken to Kyiv. The cargo arrives in Ukraine already “laundered”, “not Russian”, in Kyiv it is cleared through customs like altimeters and sold to Ukroboronprom. In the spring of 2017, the concern happily reported: “We have fulfilled the Kazakh contract!”
At the same time, if you trace the path of the altimeters in reverse order and with numbers, it turns out: initially the altimeters cost seven times less than what the Ukrainian state concern paid for it.
Next, correspondence is published where accomplices Gladkovsky and Zhukov distribute money. The records show: “Pasha 10.” The authors of the investigation explain that we are talking about a 10 thousand dollar kickback to Pavel Bukin.
“Let’s be honest, as the director of an enterprise from which 14000000 were ripped off, a share of 10 thousand looks pitiful. Especially against the background of the general “cut” of 300 thousand dollars and the shares of other participants,” the journalists note.
“Pay special attention to “OB 30”. OV is Oleg Vladimirovich Gladkovsky Sr. It is under this code name that he goes by in the correspondence of his son, Zhukov and the heads of defense enterprises. The Deputy Secretary of the National Security Council, the presidential “supervisor” of the defense industry – 30 thousand. This is only due to the advance payment for altimeters. Unfortunately, it is unknown how the remainder was divided,” the story says.
The bottom line is that the concern will pay 580 thousand dollars for goods worth 85 thousand, or 120 thousand if we add transportation costs - there is a fivefold overpayment. 460 thousand dollars in overpayment, of which the group spent 160 thousand on organizing the scheme. The net profit of the “boys and dad” was 300 thousand dollars, plus 10 thousand were rolled back to Bukin.
However, as journalists note, Gladkovsky Sr. received kickbacks not only from altimeters - this is just one contract, of which there were dozens.
