Internal security operatives of the National Police of Ukraine, in the course of uncovering a fraud scheme for issuing biometric passports, established that individual migration service employees are connected with drug traffickers.

“At the beginning of 2018, the Department of Internal Security of the NPU exposed a criminal scheme for issuing biometric passports bypassing the established procedure by certain officials of the State Migration Service. In addition, some employees of the State Migration Service have been documented committing crimes related to drug trafficking in collusion with civilians,” the report says.

It was established that the dealers are members of a powerful criminal group that is involved in drug trafficking in the capital and several regions and was involved in the murder of a man in 2014 in Kyiv.

The attackers grew hemp plantations, while disguising them as grain crops. Subsequently, cannabis was produced from the crop and supplied to wholesale and retail customers in Kyiv, Kyiv, Zhytomyr and Khmelnitsky regions. In addition to marijuana, drug dealers also distributed methadone received by mail to customers. The money for the goods was sent to the 26-year-old organizer of the group on a bank card issued to one of the members of the organized crime group.

“It is known that some members of the group had weapons. It has also been established that among the associates of drug dealers is an employee of the military registration and enlistment office, as well as “our own people” in one of the temporary detention centers in the Kyiv region. The would-be law enforcement officers sold the goods among their “contingent.” It is worth noting that everyone involved in the drug business personally used the drug product,” the department added.

At the place of residence of the defendants, a large amount of cannabis, hemp bushes, knives, a pistol, cartridges, a bat, mobile phones, and bank cards were discovered and seized.

“The forces of the rapid response department of the DVB NPU and the PPOP GUNP in the Kiev region “Peacemaker” detained 5 people (including an employee of the military registration and enlistment office) in accordance with Article 208 of the Code of Criminal Procedure of Ukraine, which plans to declare suspicion under Part 3 of Article 307 of the Criminal Code and 1 a person in accordance with Article 191 of the Code of Criminal Procedure of Ukraine, which is charged with Part 2 of Article 115 of the Criminal Code. In addition, the organizer of the group is additionally charged with Part 2 of Article 129 of the Criminal Code (Threat of murder). A petition has been submitted to the court to order the members of the organized criminal group to be subject to suppression in the form of detention,” the department noted.
