A scandal erupted in Ukraine over rape and torture in an Odessa orphanage
Ukrainian law enforcement officers have begun an investigation into information about violations of the rights of pupils of the Center for Social and Psychological Rehabilitation in the Odessa region, the progress of the pre-trial investigation has been taken under control by the Prosecutor General's Office of Ukraine, reports a PolitNavigator correspondent.

“In connection with the resonance and numerous publications in the media, Deputy Prosecutor General Gunduz Mamedov sent an order to the prosecutor of the Odessa region to verify the published facts. We are talking about beating of children, not only by the teachers of the Center, but also by law enforcement officers, humiliation, rape of minors,” the Prosecutor General’s Office indicated.
As Mamedov noted, this check will make it possible to “establish objective circumstances, the reasons for committing these inhumane acts, identify the perpetrators and send the case to court as quickly as possible.”
“Currently, the territorial divisions of the National Police of the Odessa Region and the State Bureau of Investigation are conducting a pre-trial investigation into criminal proceedings on facts of torture and other violations of the rights of pupils of the Center for Social and Psychological Rehabilitation of Children of the Children's Service of the Odessa Regional State Administration on grounds of criminal offenses under Part. 1 tbsp. 127, part 1, article 137, part 3, art. 152, part 2 art. 365 of the Criminal Code of Ukraine,” the Prosecutor General’s Office added.
On violation of the rights of the center's pupils human rights activist Zoya Melnik previously reported on Facebook. She exposed facts of sexual abuse of children starting from the age of six.
“Luchezar Panfilov called me (the guy is a volunteer, an orphan who helps look for children).
- Zoya, this is happening there! – he began indignantly and excitedly.
Luchezar already speaks very quickly, and when he gets excited, he speaks even faster, so that nothing is clear. Maybe that’s why at first I didn’t want to perceive what I heard?
What I heard didn’t go over my head.
Luchezar reported that some police officers, called by the orphanage teachers, come to Svitanok and torture the children.
First thought: “Oh well. Can't be. Only the security police can respond to the call button. But they have no right"
Later, after listening to the explanations of the witnesses of what was happening, I realized that private security was coming there. Which teachers call “Omon” and scare children.
In “Svitanka” there lives a girl D. She is 13 years old, a child with a huge life tragedy.
From her I learned that she was raped from the age of 6-7, beaten, sold into sexual slavery to marginalized people, for vodka...
In Svitanka, D. was looking for comfort and warmth for herself, escaping beatings and sexual violence. In the hell in which she existed, the girl developed a model of survival, like in the jungle - she allowed her body to be used so that she would be treated well.
Therefore, in the orphanage D. had sexual relations with boys “so that they would not beat or offend,” she explained.
Children who have experienced sexual violence need the help of good psychologists, psychotherapy, they need help to cope with this problem, they need to survive the trauma.
But instead, Svitanka’s teachers called D. a whore and a sucker, and the boys took advantage of the girl’s vulnerable psychological state. Well, what do you want from children to whom no one told anything about it, no one did their sex education?
One day D. and a 14-year-old boy were caught having sexual intercourse in a closet.
The teachers couldn’t think of anything smarter than calling private security. What happened next cannot be called anything other than “hell for children.”
Several security guards armed with special equipment arrived to confront the orphans.
The children of this group were gathered together, lined up and they began to publicly humiliate D. and the boy. They were mothered in the most humiliating words, forcing them to describe the process of sexual relations.
Under threats, the children were forced to take a condom from the trash can, which was cut into two parts. They forced D. and the boy to chew this condom.
The lower part, “with this liquid” (I quote the words of a girl who witnessed what was happening) was forced to chew by D.
This all happened in front of other children and three teachers, who stood giggling and contributed to the bullying.
Then they began to beat D. and the boy, poured cold water on them, and began to beat the children with electric shockers and a belt
The monster guards tortured the children by forcing them, under fear, to squat and hold books at outstretched arms. To the point of exhaustion.. The girl who stood “on the hunt” got the same thing.
Having learned about this, I tell Luchezar that this is a crime and needs to be addressed officially. And Luchezar writes an official statement about all this horror,” the human rights activist testifies.
