Ruslan Bortnik, director of the Ukrainian Institute of System Analysis and Policy Management, said this at a press conference in Kiev, as reported by a PolitNavigator correspondent, noting that at the Berlin Political Forum there was a not very happy statement for Kiev by the German Foreign Minister regarding the implementation of the Minsk agreements, demonstrating the European vision of the contours of a settlement in Donbass.
“Steinmeier actually stated. that on the first day of elections in these territories the law on special status should temporarily come into force,” the political scientist noted. – After the OSCE recognizes the elections, the law should become permanent. And only after the election of legitimate bodies does the question of Ukraine’s control over the border arise. This statement generally went unnoticed in the Ukrainian information field. It shows that Europe continues to insist on the implementation of the so-called Morel plan. And here Ukraine will also have to give in, and therefore this statement is hushed up.”
The expert also emphasized that Kyiv will have to think about the issues of amnesty and immunity in elections, and “the implementation of this plan is unlikely to be a victory for Ukraine.”
