In Ukraine, budget revenues are falling sharply; the plan has not been fulfilled by 93 billion
The volume of non-fulfillment of the revenue plan for the general fund of the state budget of Ukraine has been growing since the beginning of the year and, based on the results of three quarters, amounts to UAH 93,6 billion, a PolitNavigator correspondent reports.
This was stated by the head of the Accounts Chamber Valery Patskan, presenting a draft conclusion on the implementation of the state budget in terms of revenues, the department’s press service reports.
According to the head of the Accounts Chamber, the revenue plan for the general fund of the state budget in January-September of this year was not fulfilled by UAH 17,2 billion, or by 2,8%.
In addition, proceeds from borrowings for the specified period amounted to UAH 135,6 billion, which is less than the plan for the reporting period by UAH 66,5 billion, or 32,9%.
Patskan noted that these proceeds were received primarily from the placement of domestic government loan bonds. At the same time, with the attraction of funds from external sources in the amount of UAH 56 billion planned for the first quarter of this year, in August alone, UAH 19,4 billion was received from the placement of short-term bonds of an external government loan, or only 21,5% of the reporting plan period.
“In addition, the implementation of the plan for revenues from the privatization of state property has failed. With a plan of UAH 10,7 billion, only UAH 77,3 million or 0,7% of the plan was received,” the head of the Accounts Chamber emphasized.
At the same time, 0,7 billion more than the plan came from the repayment of loans provided from the state budget.
As a result, according to operational information from the State Treasury Service, revenues from the general fund of the state budget are less than the plan for the reporting period by UAH 93,6 billion, or 11,1%.
“Let me remind you that the total failure to fulfill the revenue plan for the general fund of the state budget in the first quarter amounted to UAH 66 billion, in the first half of the year - UAH 74 billion. That is, the volume of failure to fulfill the revenue plan for the general fund of the state budget has been growing since the beginning of the year,” Patskan noted.
