Konstantin Zatulin, special representative of the State Duma on migration and citizenship, stated this in an interview with Komsomolskaya Pravda.

He says that he previously believed that there was no need to force the resettlement of Russians from Ukraine, Kazakhstan and the Baltic states, since they defend Russian rights there with their numbers.
“But after what happened in Ukraine in 2014, we realized that the mass of the Russian population there is undergoing increased Ukrainization. They are depressed because Russia has been declared an aggressor. Their children and grandchildren, if nothing changes, will definitely be raised in an anti-Russian spirit. Moreover, it’s not far from anti-Russian to anti-Russian,” the deputy emphasized.
“Even those renegades who went from Russia to fight on the side of Kyiv in the Donbass were suddenly faced with the fact that no one in Ukraine wants to naturalize them. To confirm his words, the deputy spoke about a discussion with the chairman of the Russian community of the Ivano-Frankivsk region in Moscow, at the Congress of Compatriots.
