“Today, 2150 people are in custody in the Kiev pre-trial detention center. The old buildings of the Kyiv pre-trial detention center are practically not suitable for use. Repairing them is a waste of money. Since the sewerage system, ventilation system, and the walls themselves, which are more than 150 years old, require complete replacement, (current) cosmetic repairs carried out by the administration of the institution do not give the desired result. For example, the investigation building, built in 1910, is in disrepair, the building for convicts was built in 1840, and the building for minors in 1916,” Sidenko said.
The management of the GPTS department in Kyiv and the region supports the intention of the Ministry of Justice to move the Kiev pre-trial detention center to the village. Kotsyubinskoe, Kyiv region, on the territory of the Irpin correctional center No. 132. The area of the correctional center is reported to be 6,2 hectares.
A major overhaul of the pre-trial detention center will require about 200 million hryvnia, plus the cost of updating the old base. Repair is complicated by the need to eliminate destructive processes caused, in particular, by fungus. The construction of a new pre-trial detention center, according to Sidenko, will require no more than 300 million hryvnia.
The question of where the convicts will go hangs in the air. Perhaps the authorities have decided to return to last year’s idea of Gennady Korban to form battalions from prisoners and send them to the ATO.
