In Ukraine, the conditions for distributing money for filming will be tightened
Minister of Culture, Youth and Sports Vladimir Borodyansky said that he had approached the Council at Goskino with a proposal to tighten the conditions for providing state support for film production, a PolitNavigator correspondent reports.
The minister stated this during a press conference in Kyiv, the department’s press service reports.
“A pitching competition was held, in which films worth UAH 1,7 billion won. Despite the fact that the current funding of Goskino is UAH 500 million. This is an important amount compared to 500 million. Today, the state limits the possibility, according to the rules that have been established, of financing to the amount of 500 million UAH per year. In our opinion, Goskino went beyond its powers and held such a competition,” Borodyansky said.
He added that only new, debut, art films were submitted to this competition - no animation, TV series, or documentaries were submitted.
“Of course, when any institution goes beyond funding, it must return to the framework in which it should exist. We had a dialogue with the Council at Goskino. I asked the Council to analyze the actions and decide what to do about it,” the minister said.
According to him, the Council is currently forming options on how to resolve this issue. The Council's task is to ensure that this decision is transparent, understandable and that there is no room for manipulation.
“I think there is not a very easy way. As you know, every film with us gains a certain number of expert points. You can raise the minimum required number of points. Films that rise to the top receive whatever government support is available to them. This is the first factor. The second, we will still introduce sooner or later, is the assessment, primarily in commercial cinema, of such indicators as the success of the producer and director. Now this factor is taken into account, but it is taken into account without fixation. That is, experts, when discussing the decision to provide or not provide state support, understand who is behind these films, but they do not have an objective, digitized picture of the world to make decisions that could be provided to the public and shown,” noted Borodyansky.
At the same time, he added that the relevant decision is made by the Council under Goskino, and the minister cannot stop or cancel the competition.
The draft State Budget of Ukraine for the next year includes 2 billion UAH to support national and public television, and 1,3 million UAH for cinematography. Previously, Goskino was criticized for corruption in allocating funding for the filming of many propaganda films, which then failed at the box office, not recouping their own production.
