Ukrainian saboteurs could have been sent to Crimea, but without the knowledge of the country's top leadership. This follows from the statements of former Ukrainian Foreign Minister Konstantin Grishchenko, which he made on TV channel 112.
He did not rule out that the saboteurs could have been sent by some “initiative group” not controlled by the Ukrainian Ministry of Defense.

“I don’t believe that anyone on the Ukrainian side is sending some kind of DRG. For what, what is the point. And in general, why exactly to Crimea? But there is no well-thought-out reaction that would consistently and reasonably show that this is not true. If, suddenly, it was some kind of initiative within the framework of the initiative of some group that took on some mission that went beyond the vertical framework of the Ministry of Defense, then this is a different matter, and it needs to be dealt with very seriously,” Grishchenko said.
