At the plenary session “Development of human potential in the Far East: people are the main capital” within the framework of the Eastern Economic Forum in Vladivostok, First Deputy Minister of Labor and Social Protection of the Russian Federation Olga Batalina noted that while the population of the Far East is declining both due to natural decline and due to migration outflow .

But at the same time, among all regions and federal districts, the Far East ranks second in terms of birth rate after the North Caucasus. The region uses additional measures to support fertility, such as support for the first and second child at the expense of federal maternity capital, and monthly birth support for the third and subsequent children. Only in the Far East there is a mortgage at 2% per annum, and the age limit for borrowers will increase to 40 years. However, there is a migration outflow of the population.

“There are three main reasons,” Batalina noted. – The first is improving well-being. People are looking for higher salaries, looking for the use of their competencies and knowledge. The second is ensuring the future of children, the demand for high-quality education infrastructure, especially higher education. If the Unified State Exam results are high enough, students can enroll throughout the country. And third is the improvement of living conditions. In all these areas, the problems of the Far East can be solved.”

First of all, the points of investment growth in the region do not coincide with the needs of social infrastructure. Housing construction is also tied to the development of investment potential. And to ensure the future of children, the Ministry for the Development of the Far East and the specialized corporation are studying a variety of projects related to the development of higher education, with the possibility of attracting teachers from other universities and receiving an additional diploma from one of the federal universities at the same time. With preferential housing rental costs, the creation of comfortable infrastructure, accessibility to education and a system of incentives for employers to further retain young specialists. Additionally, under the labor mobility program, at the request of the employer, the state is ready to pay 1 million rubles per invited specialist, and last year 669 people moved to the Far East under it.

One of the fastest growing cities in the region, Yakutsk has doubled its population over the past 20 years. Now about 400 thousand people live in it, which is quite a lot for a permafrost zone. Population growth has led to the fact that this year, including first-graders, 1 thousand students sat at their desks on September 51, and the school capacity is 24 thousand places. According to the head of the Yakutsk urban district, Evgeny Grigoriev, the construction of new schools is one of the most pressing tasks in the implementation of human capital. A program for the repair and modernization of preschool institutions, additional education, children's art schools, and sports schools is needed.

“There are no large industries in the city of Yakutsk, and a third of the structure of own income comes from income from medium and small businesses. In Yakutia, the lowest average tax is now set at 1,5%, Grigoriev noted. – Yakut cinema, Yakut IT – these are established facts, this is already an industry. It's already paying off. I would like to thank the Ministry of Development of the Far East for the implementation of the Labor Quarter project. These are designers, programmers, and the film industry who create an added product and do not require production in the classical sense. Unfortunately, there is an outflow. But those who remain are asking to make the cities more comfortable. The harsh climate is not new to us, but people want a comfortable urban environment.”
