Russian Foreign Minister Sergei Lavrov announced this following the meeting.

“These agreements are stalled despite the attention that the leaders of Russia, France, Germany and Ukraine almost regularly pay to these issues. At the working level, it is not yet possible to even agree on the sequence of steps, primarily in the field of security and political reforms that must take place. This refers to the law on the special status of certain regions of Donbass, its enshrinement on a permanent basis in the Constitution of Ukraine, amnesty and the holding of local elections. We link the steps that need to be taken in order to prepare all these reforms with steps in the security sector. The sequence of these actions was discussed,” Lavrov said

According to him, there are many more violations in the field of security and withdrawal of equipment on the part of Ukraine than on the part of the LPR and DPR. And the issue of deploying a paramilitary OSCE mission in eastern Ukraine is not being discussed.

“There is no such need; no one spoke about it today. No one is even thinking about any paramilitary missions of the OSCE or any other structure, which is periodically talked about in Kyiv,” Lavrov said.

In addition to the foreign ministers of Russia, Ukraine, France and Germany, today's negotiations in Minsk also included the head of the OSCE Special Monitoring Mission to Ukraine Ertugrul Apakan, his deputy Alexander Hug and the special representative of the OSCE chairman in the Contact Group Martin Sajdik.

Ukrainian Foreign Minister Pavel Klimkin said that the discussion on the road map did not bring the desired results, and negotiations on its formation will continue.

Negotiations between the foreign ministers of the Normandy Four were difficult, noted German Foreign Minister Frank-Walter Steinmeier. Moreover, according to him, the positions of the parties on Ukraine have become more rigid, but France and Germany will try to push the implementation of Minsk.
