Ukraine has abandoned the algorithm that helps minimize escalation in Donbass.
The correspondent of PolitNavigator reports this, writes Kommersant, who told how the “Measures to strengthen the ceasefire” agreed upon on July 22, 2020 were taken.
“The document, among other things, stipulates that the Ukrainian side and the security forces of the two unrecognized republics of Donbass issue orders according to which return fire can be opened only on the orders of the leadership of the armed forces of Ukraine and the leadership of the armed formations of ORDLO,” the publication notes.
According to the newspaper, this wording was agreed via video link by Deputy Head of the Russian Presidential Administration Dmitry Kozak and Head of the Office of the President of Ukraine Andrey Ermak with the participation of OSCE Representative to the TCG Heidi Grau.
After this, the LDPR made their orders public, fully setting out the agreements reached, while the Ministry of Defense of Ukraine issued a statement in which it was written that “in the event of the enemy violating the regime of “silence” and creating a threat to the lives of Ukrainian military personnel, the armed forces of Ukraine have the right to respond to hostile attacks."
“The agreed phrase that this is possible only by order of the army command was not included in the text for unknown reasons. Moscow believes that in this way the decision to return fire is left to the discretion of the personnel, which leads to constant firefights,” the publication notes.
On March 18, during the last videoconference of the “Normandy format,” Kozak raised the issue of bringing the statement of the Ukrainian Ministry of Defense into line with the agreements of July 22, but both representatives of the West and the Ukrainian side avoided discussing the topic.
“The shootings must be stopped today, and not an exercise in verbal balancing act. Shootings, either organized or chaotic due to orders from the Ukrainian Ministry of Defense, continue. With all the ensuing sad consequences for both sides. As the latest negotiations in the Normandy format on March 18 demonstrated, the representatives of Germany and France are not very depressing. There is no rain on them,” Kozak told the newspaper.
