According to her, the Army Regulations allow this to be done during war. At the same time, the people's deputy does not specify that martial law was never introduced in Ukraine.

“When there is a war, the Charter is expanded, then all the vehicles that are needed to protect the country can be taken by the army. That is, the commander can come into the yard, show his ID, and say what is needed. This has been and is being practiced in every war. He can take, for example, a tractor to dig a trench or something else,” Savchenko said.
