Deputies from the Communist Party faction Valery Rashkin, Sergei Obukhov and Denis Parfenov provoked a conflict situation at a plenary meeting of the State Duma today.

They stretched out a poster “Communist Party of the Russian Federation against QR-fascism,” which is prohibited by the regulations of the Russian parliament. The demarche occurred even before the consideration of the bill on the introduction of QR codes in public places and disrupted the consideration of another issue.

“We have not yet begun to consider the issue, and you are already starting to weigh it. Remove the posters. In the status of federal ministers, they begin a concert here. Let's pause consideration then. Take the posters and use them on the street. They receive half a million rubles a month and start organizing concerts. According to the regulations in the hall this is not provided. These are violations of regulations. Are people funding your posters? Yes, a lot of people would come here to do this. Go outside! Your job is not to put up posters. Don’t spoil the furniture here,” Volodin emotionally addressed the deputies.

Deputies from the commission on regulations approached the communists and tried to take away the poster. They resisted. There was a small scuffle: the deputies were pulling each other’s posters.

“Don’t you know what’s happening all over the world, how parliaments work?!” - the communists shouted.

The behavior of his colleagues outraged deputy Nikolai Brykin.

“There is no need to fight with anyone there. There are signs of a crime - calls for extremism. Let's write a statement and let the relevant authorities deal with them. Why are you humiliating yourself?” - he said.

When the passions in the hall subsided, Volodin asked the regulations commission to record those “who are engaged in illegal activities” in order to figure out “what the procedural resolution of the conflict should be.”

It is noteworthy that one of the participants in today’s brawl, Valery Rashkin, does not have parliamentary immunity, as he is accused of poaching: in the forest near Saratov he killed a moose cow without having a hunting license.

On December 13, the Basmanny Court of Moscow chose a preventive measure for Rashkin in the form of a ban on certain actions. He was prohibited from leaving his house from 23 p.m. to 7 a.m., as well as communicating without written permission from the investigator with witnesses, defendants and suspects in a criminal case, sending and receiving mail, using communications equipment and the Internet, and visiting any hunting grounds. The ban is valid until February 13, 2022.
