Nalyvaichenko spoke about the secret protocols signed by Ukraine with the IMF
When concluding an agreement with the International Monetary Fund, the Ukrainian authorities signed secret protocols in which they undertook to report on the number of politicians and officials brought to justice.

Such revelations were shared by the former head of the SBU Valentin Nalyvaichenko on the NewsOne TV channel.
The politician showed the tables that should be provided to the IMF according to these protocols, secret from the public, and suggested that people’s deputies start filling them out, since so far “there are zeros in these tables.”
“Let’s make an offer to the deputies. 2016 is already ending. Don’t get ready for the New Year holidays, but fill out how many people’s deputies have been accused, and you have seen all the electronic declarations; how many judges are behind bars, how many prosecutors, how many first-rank civil servants, how many heads of state monopolies,” Nalyvaichenko said.
Nalyvaichenko noted that not a single people’s deputy could enrich himself in two years of work in the Verkhovna Rada so as to receive the amounts indicated in the declarations.
“They all must start with themselves, especially those who declared cash, regardless of factions and parties. There should be a law passed on them or on the confiscation of cash, and no matter how they explain it politically, there is a legal law. Or about a huge 50 percent tax on defense capabilities and the state budget,” says the former head of the SBU.
Ukraine and the IMF signed a memorandum on the economic and financial policies that the country should pursue under the EFF program in March 2015. Kyiv received the first tranche of a $5 billion loan under the updated cooperation program in March last year, the second ($1,7 billion) in August. On September 16, the IMF transferred $1 billion in aid to Ukraine.
