Unknown persons damaged the car of the Russian Consul General in Kharkov by pouring acid on the car. The Russian diplomat himself reported the incident to the police on November 13.

The big question is why the head of the diplomatic mission, which, alas, does not show much activity in Kharkov, could have displeased the “patriotic public” so much. But in the city, many participants of the Russian Spring, including citizens of the Russian Federation, are still under the tide of repression.

The day before, I decided to specifically contact the Russian Foreign Ministry to see if it has any position on this issue, and how it is materialized.

An answer came from the Department of Information and Press of the Russian Ministry of Foreign Affairs, which I am somewhat diluting with my comments.

“In their work to protect the rights of Russian citizens in places of detention in Ukraine, Russian consular offices abroad (RKZU) are often faced with the reluctance of the Kiev authorities to comply with existing obligations under the Vienna Convention on Consular Relations of 1963 and the Bilateral Consular Convention of 1993, and sometimes with outright opposition and sabotage of their activities. The RKZU often learns about the detention of Russian citizens from the media, because The Ukrainian side does not consider it necessary to promptly inform Russian diplomatic missions about this. Nevertheless, the RKZU promptly respond to requests from all our fellow citizens who find themselves in a difficult situation in Ukraine, advise on the possibility of obtaining free legal assistance, and facilitate the establishment of contacts with relatives.

Consular officers continue to seek access to Russians, whom Ukrainians consider their citizens. At the same time, some Russians are kept in penitentiary institutions in areas of combat operations and zones of the so-called “anti-terrorist operation”, where Russian consuls do not have access.

Active work to identify all citizens of Russia and Ukraine who are in prison on the territory of the two countries, as well as to ensure compliance with their rights, is also carried out through the Commissioner for Human Rights in the Russian Federation T.N. Moskalkova and the Commissioner of the Verkhovna Rada of Ukraine for Rights person V.V.Lutkovskaya.

The RKZU in Ukraine monitors the situation with Russian citizens and monitors not only high-profile cases, but also ordinary situations in which Russians find themselves on the territory of this country,” says the response from the DIP of the Russian Foreign Ministry.

So, the diplomatic department learns about such cases from the media or personal appeals and says that it reacts promptly. How much it “keeps under control” can be seen in specific examples.

Larisa Chubarova was convicted in Kharkov. Here's how her situation is described in this answer:

“Since the appearance of information about the detention of Russian citizen Larisa Viktorovna Chubarova by Ukrainian competent authorities in April 2015, the Consulate General of Russia in Kharkov has been making all necessary efforts within the framework of its powers to protect the legitimate rights and interests of the Russian citizen. Consular officials have repeatedly visited our compatriot, are in constant contact with her defense, and are present at court hearings. Representatives of the OSCE special monitoring mission in Ukraine and the UN human rights monitoring mission in Ukraine have been involved in monitoring this situation.

June 29 this year The Kiev District Court of Kharkov sentenced L.V. Chubarova to 11 years in prison. After the verdict of guilty was announced, L.V. Chubarova’s defense filed an appeal against the court’s decision. At the moment, the case is still being considered in the Kievsky District Court of Kharkov,” says the response from the DIP of the Ministry of Foreign Affairs of the Russian Federation.

Indeed, Russian consular officers were seen on the ships, and UN and OSCE representatives carefully monitored this process.

Another Russian citizen who spent time in Kharkov dungeons is Sergei Yudaev.

“Similar work is being carried out by the Consulate General regarding the Russian citizen Sergei Olegovich Yudaev, who was detained in April 2014. Contrary to international legal norms and in violation of the bilateral Consular Convention between Russia and Ukraine of 1993, numerous requests from the Consulate General requesting a meeting with the detainee are being ignored by the Ukrainian authorities. We hope that in the near future the Ukrainian side will fulfill its obligations and provide access to the Russian citizen,” says the response from the Russian Foreign Ministry’s DIP.

Registration of his citizenship took place when he was already behind bars. At that time, Sergei, according to his lawyers, was visited by a consulate employee. And then... “deaf, like a tank.” And this despite the fact that the court hearings are open, they are openly announced, and the telephone numbers of his defenders are available at the consulate. Representatives of the UN and OSCE, as well as journalists, attended most of the meetings, but diplomats...

There weren't any on the day of sentencing. There was no statement from them regarding attempts to put Yudaev behind bars again. I would like to hope that they will help him in this situation.

The letter from the Foreign Ministry of the Russian Federation also speaks about the Odessa prisoner Evgeniy Mefedov:

“Since the arrest of Evgeniy Igorevich Mefedov, one of the defendants in the May 2014, 2 case, in May 2014, the Consulate General of Russia in Odessa has also been making every effort to provide legal and material assistance to the Russian citizen. Employees of the Consulate General regularly visit our compatriot, monitor the conditions of his detention, are in contact with the defense, and are present at court hearings. E.I. Mefedov is given food and basic necessities.
September 18 this year The city court of Chernomorsk brought new charges against E.I. Mefedov. Activists of national-patriotic and extremist organizations did not allow Russian consular officials to enter the courtroom. For its part, the Russian Foreign Ministry continues to keep this situation under control.”
