“I am very grateful that Avakov passed this bill through parliament, developed it and signed it; not everything about it is good, but it is a step forward. But Avakov will not be able to do anything, because he is relying on the personnel of Zakharchenko (ex-minister of the Ministry of Internal Affairs - Ed.). There were no open competitions or recertification. It will be like with the reform of the prosecutor’s office, which was written down on paper, but in fact the Pshonka prosecutor’s office remains.
Avakov “failed” this Law, like most of the laws on the reform of the Ministry of Internal Affairs,” Sobolev summed up.
