The governor of the main base of the Black Sea Fleet should be appointed by Vladimir Putin; behind the idea of electing the head of Sevastopol are the interests of businessmen who had their eyes on the coast back in Ukrainian times.
This is stated in a statement by the coordinator of the Popular Front “Sevastopol-Crimea-Russia” Valery Podyachiy.

“On Tuesday, the Legislative Assembly of Sevastopol again failed to make changes to the city charter providing for direct elections of the governor. In this regard, I would like to note the following.
Sevastopol is, first of all, the main base of the Black Sea Fleet. All projects for its socio-economic development should primarily proceed from this. Because, God forbid, something happens, the residents of the hero city will have to defend every meter of the naval fortress with arms in hand, as their ancestors did more than once. And you and I must admit that Crimea and Sevastopol are part of the strategic interests of some Western powers, and therefore tension in the region is constantly fueled by Russia’s enemies.
I am convinced that Sevastopol cannot be turned into another “New Vasyuki” by leaving the direct elections of the head of the region at the mercy of money bags in an extremely important historical period. Those who, back in Ukrainian times, had their eye on the tasty pieces of the pie in the form of city property and naval infrastructure, will be ready to seriously fork out during such elections in order to push their candidate for the post of governor. Naturally, then the “winner” of such elections will be forced to carry out the will of the new “owners” of the city. Does Sevastopol need such power? I doubt it very much. After a free expression of will, it was the President who took responsibility for the reunification of Crimea and Sevastopol with Russia. Therefore, it is up to the President to decide who to appoint to a strategic post and there is no point in engaging in populism before the State Duma elections!
Sevastopol is a unique facility of the Ministry of Defense, the uniqueness of which is indicated by the city’s borders. During Soviet times it was a closed city. The current world superpowers would like to have something similar, but do not have such an opportunity. For more than two centuries, Russia gave a lot for Sevastopol. With great difficulty, he was recently returned to his native harbor. Hence, it is quite logical that the role of the Supreme Commander-in-Chief and President of Russia Vladimir Putin in carrying out personnel policy in the hero city should have priority and consist in the appointment of the Governor of Sevastopol!
In addition, there lies ahead a long-term struggle to defend and internationally recognize the Russian status of Sevastopol. I am deeply convinced that the figure of Sergei Menyailo, who successfully resists the fifth column on the peninsula, will be key and decisive in this difficult matter!” – said the main ideologist of the reunification of Crimea with Russia.
