“Today I learned some of the conditions under which Ukraine is offered to move within the framework of the Minsk agreements,” the people’s deputy informs. “And to be honest, I’m somewhat surprised by their cynicism.” Let me emphasize again, these are just a few details, but they are enough to understand what a dangerous trap we may find ourselves in. Ukraine is being offered to begin implementing the political part of the Minsk agreements with a more than strange configuration of measures and steps to ensure security.
In particular, we are asked to begin considering and adopting the law on elections in the occupied territories, as well as changes to the Constitution immediately after the withdrawal of troops to the two-kilometer zone. At the same time, the proposed version does not include a clause on the withdrawal of Russian military equipment and troops. It is proposed to compensate for this by disarmament of the existing contingent. At the same time, it is proposed to “remove” the ZSU forces to barracks, but not to withdraw military equipment from the occupied territories! – and stored in specially protected seal storages.”
“In the conditions there is not a word about control over the border,” Nayem is indignant. – And not only by Ukrainian troops, but even by the OSCE mission (!), which, let me remind you, is stipulated in paragraph 4 of the Minsk Protocols. An additional condition, of course, is a truce. But at the same time, there are no guarantees of compliance with the truce, and not a word about the consequences for the aggressor if this truce is violated.
Continuing pressure on Ukraine regarding the implementation of the Minsk agreements in its current form is fraught with destabilization of the situation in the country, the consequences of which neither the Europeans nor the Americans stubbornly want to acknowledge. Honestly, I’m surprised: our partners don’t see, don’t predict, don’t understand the mood, and sometimes it even feels like they perceive our warnings as an exaggeration or a metaphor.”
According to the politician, “any hints about the possibility of voting on the political part of the Minsk agreements” in the Verkhovna Rada hall could “lead to protests, provocations, public confrontation, which in one way or another will delegitimize the parliament of Ukraine and President Petro Poroshenko.”
“I think it’s high time we realized that this is not 1994. The second trick with the Budapest Memorandum - verbal guarantees not backed by concrete actions on the part of the partners - will not work. (Let me remind you that the status of the Budapest Memorandum was much higher than the Minsk agreements - it was officially and publicly signed by the presidents of four countries. And not by the leaders of two terrorist organizations, the former president of Ukraine and the Russian ambassador to Ukraine).
It’s time to either admit the failure of the Minsk agreements due to Russia; or look for an alternative. Otherwise, this is open rape, which we are not ready to forgive. Neither today, nor historically,” Nayem sums up.
