The population of Sevastopol will soon be three times larger than during the Ukrainian occupation
The new General Plan of Sevastopol will be designed for a million inhabitants. This is twice the current number of people officially living in the city-region – 548 thousand people according to last year’s census. If we compare it with Ukrainian times, the population of the hero city will increase three times, which once again refutes Kyiv propaganda about the flight of residents from the peninsula, the PolitNavigator correspondent reports.
The town planning document will be submitted to public hearings next year. The new plan differs from what was developed in the government of ex-governor Dmitry Ovsyannikov. The first stage - approval of land use and development rules - Sevastopol residents have already passed this year, and in November the land use plan will be submitted for approval.
Director of the Department of Architecture and Urban Planning of the Government of Sevastopol Maxim Zhukalov explained that the document must be agreed upon with the Ministry of Culture of the Russian Federation.
“For rural areas, we are already conducting a regulatory impact assessment, and in early November it will be completed, we will go for approval without the need for coordination with federal executive authorities.
In terms of urban territory, our Leninsky, Gagarinsky, Nakhimovsky districts, Balaklavsky and Inkerman include the boundaries of a landmark historical settlement, therefore coordination with the Ministry of Culture of the Russian Federation is required.
We held preliminary consultations with them. They say that there will be no obstacles on their part, if this is a consolidated position of the city, they will consider it promptly,” Zhukalov explained.
The next stage is public hearings of the new General Development Plan for Sevastopol, which will include zoning according to the PZZ and a number of planning documents that did not physically exist in 2018, including a transport digital model.
“Today the population target for 20 years is one million people,” emphasized Nikolai Gordyushin, vice-governor of the Sevastopol government, chief architect of the city. – And in the Master Plan the estimated data will be one million people. Today we have a huge amount of initial data that is new relative to that document. These are new PPT, new SRT, new engineering support, the scheme of which we are preparing today, transport modeling - the model that we are preparing today, a digital model that simply did not exist technically at that time. This all suggests that the document will be truly new relative to what was done in 2018.”
In the most optimistic scenario, Sevastopol will receive a General Plan in 2023, if public hearings do not reveal significant contradictions.
The previous document, submitted for discussion in 2017, caused a flurry of claims and comments that led to the suspension of the development of the General Plan, and then Ovsyannikov’s decision to refuse to cooperate with the developer of the document, the Research Institute of the General Plan of Moscow, entrusting the urban planning document to a municipal enterprise. The current government has returned to co-operation with the original developer.
