The NBU notes that entrepreneurs are already noticing a shortage of qualified personnel, which is primarily associated with the departure of Ukrainians to Poland and other countries.

“One of the main risks of the base scenario is the continued outflow of labor from Ukraine. This will rapidly create a further increase in imbalances between supply and demand in the labor market,” NBU experts believe.

Labor migration also impedes the growth of production rates, most of all in construction, industry, agriculture, transport and communications.

“According to regional employment services in Poland, almost 50% of labor migrants from Ukraine submitted applications for employment in these types of activities in 2017,” the NBU report says.
