In the period after the proclamation of Ukraine's independence, the United States, for reasons of nuclear safety, contributed to the country's deprivation of nuclear weapons.
This was stated by People's Deputy of Ukraine of the I-VI convocations Ivan Zayets at the presentation of the book “The History of Nuclear Disarmament of Ukraine.”

“Everyone understood perfectly well that Ukraine’s independence largely depended on the positions of America and Russia. The United States was very afraid that as a result of the birth of the Ukrainian state, the nuclear shield would disintegrate and nuclear weapons would spread. Ukraine had a lot of strategic missiles that were aimed at America. Therefore, America did everything to take away nuclear weapons from Ukraine, but it itself could not do this because the control center for all these missiles was in Moscow. That’s why this pact between Russia and the United States was formed,” said the ex-deputy.
