He believes that, despite “the screams and anger of the Western media,” “detente is visible” in the future.

“Ukraine’s entry into NATO is frozen. For many years, probably even forever. Germany and France are not abandoning their veto, which they imposed in 2008 on the entry of Kyiv and Tbilisi into NATO. I think Paris and Berlin are not alone here. Over the last few days, the West has been letting Ukraine know that it will not really fight with Russia for Ukraine. Sanctions are another matter - the West threatens Russia with them, because the West stands on the side of Ukraine,” notes Rahr.

He also believes that Russia may have achieved the withdrawal of heavy military equipment, threatening missiles and new missile defense installations from Eastern Europe.

“The West is not averse to meeting Russia halfway here if Russia reduces its military presence on the border with Ukraine. There will quickly be politicians in the West who will agree with a general return to the 1997 Russia-NATO Treaty. It's more peaceful to live this way. And finally: the rehabilitation of the OSCE as the third “pillar” of the European security architecture. Unlike NATO and the EU, Russia is a leading member of this organization,” the expert added.

However, he does not rule out that the negotiations could end in failure.

“The US Congress, the Green Party in Germany, Russophobic sentiments in a number of Eastern European countries - they do not want detente, as cool heads in Washington and Moscow wanted after the Cuban Missile Crisis, because they believe that the West has an advantage in strength,” - Rahr warned.
