In mid-March 2014, the EU adopted a regulation on “restrictive measures directed against certain individuals and legal entities in connection with the situation in Ukraine.” In total, 18 people from Ukraine were subject to sanctions, including the then former head of the SBU, Alexander Yakimenko. Four people from this list have already been removed and are free to move around the EU and access their accounts. Sanctions against Yanukovych and 14 other people, however, were expanded by the EU during the year.
In addition to Alexander Yakimenko and the son of former Ukrainian Prime Minister Azarov, Alexei, Andrei Portnov and Igor Kalinin were removed from the sanctions list.
The current Ministry of Internal Affairs accuses Yakimenko of crimes on the Maidan. At the same time, even non-pro-Russian companies and media, for example the BBC, claim that the then opposition took part in the shooting on the Maidan.
Yakimenko’s release from sanctions is interesting because the former head of the SBU, in an interview with the Russian TV channel Rossiya, voiced serious accusations against the Americans and the new government. Yakimenko claimed that his successor Nalyvaichenko created a separate office for CIA employees in the central department of the SBU. Yakimenko also testified about the supply of foreign currency to support protests against Yanukovych. “Although Yakimenko did not provide any evidence in the interview,” the newspaper writes, “he, as the head of the SBU, could have significant insider information about what is happening on the Maidan.”
