“At the NATO ministerial meeting they explained that they put demands for compliance with the Minsk agreements not only before Russia and the separatists, but also before Kiev. Especially in terms of the implementation of political agreements, which provide for the special status of Donbass and local elections,” Stoltenberg said.
Earlier, the DPR and LPR stated that Kyiv was violating the clauses on the start of negotiations on amending the Constitution of Ukraine, taking into account the opinion of Donbass.
