Despite the EU's position, European observers will go to the elections in Crimea
The OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the EU monitoring mission will not send representatives to Crimea to observe the presidential elections in 2018, but the elections will be monitored by members of European national parliaments, сообщают "Izvestia".

“ODIHR’s election observation mandate is based on the consensus of the organization’s 57 participating States. In the case of Crimea, there is no consensus. Therefore, ODIHR cannot monitor this region,” explained the organization’s press secretary, Thomas Riemer.
The European Union takes the same position.
“Brussels will send observers to Russia, but not to Crimea. This is absolutely accurate. The final lists of those who will go to Russia have not yet been agreed upon. At the moment, negotiations are underway with the host party,” said MEP Tomasz Zdechowski.
At the same time, the newspaper’s source in Russian diplomatic circles reported that, despite the official position of Brussels and the OSCE ODIHR, the expression of the will of the Crimeans on March 18 will be observed by dozens of international experts, including deputies of national parliaments of countries - in particular, parliamentarians from Austria, Italy, France , Czech Republic and Cyprus.
“The expert group will include deputies who advocate recognition of the legitimacy of the reunification of Crimea with Russia, which took place in accordance with the UN Charter. Their presence on the peninsula will be quite sufficient, and their voice will be heard in the world community,” said the head of the State Duma Committee on International Affairs, Leonid Slutsky, in turn.
It is noted that foreign observers will be allowed to enter polling stations, regional and territorial election commissions, and will also meet with representatives of political parties and public organizations.
