Not a single economist can say when the budget of Sevastopol will become surplus, - Eremeev
The situation in Sevastopol has developed and is developing in such a way that it is impossible to make plans for the long term. Despite the fact that a program for industrial development in the Crimean Federal District has been approved until 2020, this does not mean that the budget of Sevastopol will become surplus by this time, as required by the city development concept. These things cannot be predicted.

Deputy Governor Alexey Eremeev stated this at an extraordinary session of the Legislative Assembly of Sevastopol.
“The implementation of this program, if it is possible to provide it with resources, will allow us to get closer to solving the main task reflected in the development concept of Sevastopol, to create a surplus budget by stabilizing the situation in the industrial sectors of Sevastopol and creating in Sevastopol a competitive, sustainable, structurally balanced industry that effectively solves tasks of ensuring economic development,” Eremeev said.
At the same time, he explained that “I would like to note the following - in general, the situation in the country is not simple,” which is expressed, according to him, in the difficulties associated with attracting budgetary and credit resources, which directly depends on the competitiveness of enterprises. And with this, the Sevastopol industry is not doing well yet. However, Eremeev explained, “we are also negotiating with banks in this direction, and a number of enterprises, in principle, are already at the end of the road in terms of the possibility of attracting loans and reaching the bank’s credit committee.”
“Therefore, the task of a surplus budget is correct and it cannot be otherwise, but it can only be achieved by dramatically increasing the economic and tax potential of the city through the development of existing enterprises and attracting new investments. But this is the way. We are following this path, we are moving in a joint direction with you, but I don’t think any economist in the world can predict when the budget will become surplus, and in the Russian Federation, he certainly won’t be able to predict with a high degree of reliability,” concluded the deputy governor.
