“As for the Association Agreement with the EU, I do not have any global expectations that this will bring some kind of powerful signal for the Ukrainian economy. The main free trade agreement between Ukraine and the EU, it seems to me, was signed in such a way that it does not protect the Ukrainian side.
Officials convinced automakers that the agreement was beneficial for the country and that it opened up the European market. But in fact, duties on Ukrainian products increased to 10% with a gradual decrease over seven years. Ukrainian producers have no potential access to the EU market,” says the businessman.
Oleg Boyarin clarifies that this applies not only to Ukrainian automakers, but to all manufacturers in general.
“To a large extent, this applies to the majority of Ukrainian manufacturers. Because for the range of goods that Ukraine can supply to Europe, there are prohibitive duties or quotas that do not allow the country to increase exports to Europe and thus compensate for the loss of exports on the Russian market.
Europe uses non-tariff methods to close the market. By increasing the requirements for technical regulations, they, in fact, erect barriers. They seem to say: yes, our duties are low, nothing prevents you from importing to Europe. But the technical regulations are such that it is almost impossible to comply with them. Few global automakers can boast that they are able to supply products to Europe,” states the businessman.
