There was no parliamentarism in the Rada even under Razumkov - analyst
“Servants of the People” never read the bills they vote for, although this is necessary for the normal functioning of parliament. And they always voted as the speaker said, so his resignation does not mean the end of parliamentarism, since there is no parliamentarism in the work of the Verkhovna Rada and there never was.
Political analyst and Growford Institute expert Valery Klochok stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“From my practice, I work in parliamentary factions, I know that this is a common practice when, on the eve of the plenary day, an analytical group together with deputies prepares an analysis of bills, a short summary of them, literally a few proposals and positions, how the faction votes. That is, everyone has a printed sheet of paper that they have at their workplace. And when it comes to voting, he looks there when he votes. This is fine. This should be so, because formally this procedure must be completed.
And now deputies don’t even read. There is Razumkov, who says to support and vote. Well, what kind of parliamentarism is this?
And in what has happened in recent days, I do not see any failure in this sense. Razumkov has done this before. It simply began to separate into a separate project.
Of course, I have great doubts that Razumkov has specific agreements, for example, with oligarchs or owners of TV channels who can support him in the media sphere, because this is very important. And he decided to take such a step either purely out of adventure, he began to stand out, or he has certain obligations to the family that brought him into politics, to the former Party of Regions.
I say this not in the figurative sense of the word, but in the literal sense... Razumkov’s connections with the former “regionals” are close, family. Of course, he cannot move away from them.
Of course, the reason (his resignation) was that Razumkov began to separate. Parliamentarism as such, in its classical form, has, in principle, been absent for a long time in Ukraine, in the Ukrainian parliament. I have repeatedly had discussions with deputies from the “servants of the people”, I explained my position.
Just yesterday, on one of the television broadcasts, we talked with Mr. Ustenko, who does not see a violation of the regulations in the way Razumkov was removed. The head of the Verkhovna Rada was removed from plenary sessions because he committed a violation yesterday at the conciliation meeting. This is nonsense. This is not in the regulations, it is not spelled out. But they tell me that there is no violation. Therefore, what kind of parliamentarism, friends? Let us understand that it does not exist at this stage,” the analyst concluded.
