It, in particular, contains a ban on military cooperation between the US defense department and Russia until it is provided with evidence of the “de-occupation of Donbass and Crimea”, as well as the cessation of “aggressive actions that threaten the sovereignty and territorial integrity of Ukraine and the countries- NATO members."
“Proceedings from bilateral military cooperation between the governments of the United States and Russia are prohibited until Congress is satisfied that Russia has evidence of: (1) ending its occupation of Ukrainian territory and its aggressive actions that threaten the sovereignty and territorial integrity of Ukraine and members of the North Atlantic Treaty Organization; (2) compliance with the conditions and taking measures in support of the Minsk agreements on a ceasefire in eastern Ukraine,” the message says.
The document also prohibits the Pentagon from carrying out any actions that would mean recognizing the sovereignty of the Russian Federation in Crimea. “It is prohibited to use funds to carry out any activity that recognizes Russia’s sovereignty over Crimea,” the resolution says.
