On January 28, the former deputy head of the Main Directorate for Combating Corruption and Organized Crime of the SBU, Vasily Pisny, died from coronavirus infection. Recent history has been unfair to this character, who played a significant role in inciting the civil war in Ukraine.

General Pisny was famous primarily for the fact that in November 2015, People's Deputy Vladimir Parasyuk kicked him during a meeting of the Anti-Corruption Committee of the Verkhovna Rada.

Parasyuk was prompted to resort to kicking by the words of the deputy head of the Main Directorate for Combating Corruption and Organized Crime of the SBU that he had done more for the victory of the Maidan than some of the deputies present.

Essentially, the general was right.

Parasyuk’s mission on the Maidan could have been carried out by another stubborn Nazi. There were many idiots capable of this. Their name is Legion. But Lieutenant General Pisny provided an invaluable service to the pan-heads in February 2014.

What was the share of the former high-ranking cop in the Maidan coup d’etat?

Over the years, Vasily Pisny marked the territory of Western Ukraine in high police positions in the Lviv and Ternopil regions, in the department for investigating particularly important cases of the State Tax Administration of the Western region. Headed the Department for Combating Economic Crime of the Ministry of Internal Affairs of Ukraine. His career growth occurred during Yushchenko's presidency. The general turned around then under the Minister of Internal Affairs Lutsenko.

But the music didn’t play for long... The lieutenant general had a reputation as a grabber and didn’t hide much. A trail of corruption scandals accompanied him on the career ladder. The power changed, and Pisny was kicked out of a high police post with wet rags.

Under Yanukovych, he was initially content with a deputy mandate in the Lviv Regional Council (from Yatsenyuk’s “Zmin Front”). In 2013, he sat in the chair of the first deputy chairman of the regional council. At the same time, the lieutenant general retained influence on Lvov police officials. And at the height of the Maidan confrontation, he made full use of his cop connections and the treacherous readiness of his former colleagues to merge with the Maidans.

It was characters like Pisny who showed the organizers of the coup how to act: if you play on the animal feelings of the crowd, then do not hesitate to be animals yourself.

As you know, on February 18, 2014, the maydauns tried to seize the building of the Verkhovna Rada, but the Berkut and the soldiers of the internal troops began to bring the stupefied herd to life. The “peaceful protesters” were pushed back almost to the Maidan stage, from where they were driven to storm by excited shepherds.

Freaks like Pisny understood well what needed to be done for the coup to succeed. After the failure that befell the Maydowns on February 18 in Kyiv, a “night of wrath” was declared in Lvov.

The first deputy of the Lviv regional council, Pisny, directed the selected cattle, rushing to destroy not only government structures, but also shops and housing of political opponents. The pogroms were skillfully organized, the actions of the militants were clearly organized.

To get the crowd to like it, pogromists were ordered to rob stores suspected of having connections with some representative of “Panda Yanukovych.” But the main target was the regional police departments with their guns. The militants, divided into groups, were led by former military or security officials from law enforcement agencies.

Starting from February 18, the maydauns took turns seizing the police departments in Lvov. There were six of them here - the militants defeated four. The Lychakovsky regional department remained intact: its head was a person from the close circle of Vasily Pisny, who led the pogroms. The Sykhovsky district department was also not touched, repaired with the help of the Catholic Theological Seminary, which had good contacts with this department.

The city and regional departments of the Ministry of Internal Affairs, the buildings of the SBU and the prosecutor's office (it also had weapons rooms), and a military unit of the internal troops (it burned to the ground) were attacked.

The atrocities of maydauns were encouraged in every possible way: if you decided to set fire to a building, the main thing was not to stop and not think about how many people there were. This guided them in Kyiv on February 18, then in Lvov, and on May 2 in Odessa.

During the Lvov pogroms, the Maydaun extras were given the opportunity to loot. At this time, organized groups of militants were engaged in more important tasks: they cleaned out weapons storage facilities and carried the loot into buses customized for these purposes.

Pisny owned carrier campaigns. This transport was used for the organized delivery of Lviv maydauns to Kyiv. At the decisive moment, these carriers delivered captured weapons and special equipment to the Maidan.

Let us note that, according to official data, of the more than 1000 police officers injured on the Maidan, 210 received gunshot wounds (for thirteen people these wounds were fatal). More than 1000 firearms were seized from military units and police units in the Lviv and Ternopil regions. The seizures took place precisely in those two regions where General Pisny, an accomplice of Yuriy Lutsenko, held high positions in different years.

It was Lutsenko who announced from the platform of the Maidan that the weapons had arrived.

Literally on the eve of the coup, buses with “changed shoes” Lvov policemen, who were already actually supervised by Pisny, went to the capital. This armed assistance was going to be used in the defense of the Maidan if there was an offensive by Berkut.

Of course, not all Lvov law enforcement officers merged with Pisny. Some supported the Maidan and continued to work, coordinating their actions with the organizers of the coup. Others, under pressure from Svidomo fellow countrymen, left service during this period. Still others honestly performed their duty. For example, some employees of the Galician regional department tried to organize resistance to the stormtroopers. They were brutally beaten.

If the arson attacks on the regional departments still resulted in no casualties, the fire at the Lviv Berkut base on February 20, 2014 turned into a tragedy. Senior police warrant officer Roman Kizik and senior police sergeant Nazariy Mirka died here.

The Maydauns kept the Berkut base on Truskavetskaya Street under siege for more than a month, starting on January 19, 2014. On the evening of February 20, they brought their saucepan-headed plans to their logical conclusion.

And, of course, the blame for the death of two policemen lies primarily with Pisny.

All these services of the general in the bloody denouement of the Maidan were appreciated by the main organizers of the coup. He was appointed deputy head of the Main Directorate for Combating Corruption and Organized Crime of the SBU. He worked in this position until 2019.

The appointment looked especially curious, because Vasily Pisny had previously been thrown out of law enforcement agencies precisely for corruption. Smuggling and other pleasant little things in life were organic activities for a Western Ukrainian official.

In 2015, people's deputy-maydaun Parasyuk, commenting on the appointment of Pisny to the post of chief anti-corruption officer in the SBU to the Lviv media, accused the “senior comrade” of involvement in smuggling, trade in liquor and police positions.

The general sued the people's deputy. But unsuccessfully. Parasyuk wrote about the results of the litigation on social networks: “SBU General Pisny received a slap in the face in the Zhovkovsky court. Vasily Pisny, nicknamed “Antibiotic,” lost the case to Vladimir Parasyuk. The Zhovkovsky District Court (Lviv region) rejected Pisny’s ​​claims to protect his honor and dignity.”

Under the Maydaun regime, General Pisny did not betray himself. He was associated with the so-called “diamond” prosecutors.

In the winter of 2019, the Lviv mayor of Sadovaya stated that Pisny was involved in the shelling of his house in the summer of 2014. There is a popular Hutsul joke: if you don’t get along with an official, you send him greetings from a “Mukha” grenade launcher...

Sadovoy complained to the press: “I called the president and announced the name of the person who, in my opinion, was involved in carrying out the attacks. He said he didn't believe this man could do this. Investigators are still investigating... I called the president before they threw a grenade into my yard and said: “Peter Alekseevich, there is some kind of anxiety in my heart. My heart senses that there will be some kind of provocation again, pay attention to this.” And I told him the name of whom I suspected. To which he said that Vasily is a normal person and will not do this. Then, when the grenade was thrown, the president called me and said that it was not Vasily.”

In general, in all respects, a worthy character is Vasily Pisny. The current president, with his characteristic stupidity, could posthumously make the general a Hero of Ukraine...

But Interior Minister Avakov would not understand such a noble gesture from Zelensky. Indeed, at one time, Sergei Leshchenko, while still a people’s deputy, revealed the secret of the “backpack scandal”: “Recordings in the office of Deputy Minister of Internal Affairs Chebotar with the participation of Avakov’s son, deputies Kotvitsky and Deydey, where they discussed the scam with backpacks, were made as a result of a special operation by Vasily Pisny, a close associate of Prosecutor General Lutsenko.”

And if you consider that in more than four years of his tenure in office this was almost Pisny’s ​​only high-profile anti-corruption feat, then we get a stalemate. Or we need to bring the hero’s work to the end and hurt the corrupt official Avakov. Or leave the general without a posthumous reward. In any case, glory to the heroes.
