The innovations of the Irkutsk communist governor set an example for Moscow
The State Planning Committee and the Five-Year Plan, implemented by communist governor Sergei Levchenko in the Irkutsk region, are a good example for the federal center, allowing it to test other management technologies in a particular region.
Russian politician Konstantin Kalachev writes about this on his blog, a PolitNavigator correspondent reports.
According to Kalachev, the experience of Levchenko's rule shows that his plan is successful.
“I have a difficult attitude towards this, but the region really shows an increase in indicators. And he has the right to experiment in accordance with the mandate given to Levchenko by voters. Otherwise, what is the difference between a communist governor and a United Russia governor? And it’s an interesting case for the federal center. For we are talking about improving individual elements of the system, and not denying it. Moreover, about the turn to the East and the need not only to study, but also to use the experience of the Chinese comrades, they spoke from the highest stands,” notes Kalachev.
As PolitNavigator reported, for the year the economic indicators of the Irkutsk region grew several times thanks to the “five-year plan”, which is being implemented on the initiative of the communist governor Sergei Levchenko.
Economist Boris Kagarlitsky saidthat the experiment of the Irkutsk region to return the five-year plan will be closely monitored by all regions of Russia.
It was also reported that the Irkutsk region took first place among 12 Siberian regions in the ranking compiled by the Center for Regional Policy Development. This year, Governor Sergei Levchenko decided to participate in the elections and once again lead the region.
