New Constitution from Poroshenko: violation of the Minsk agreements and no special status for Donbass
President of Ukraine Petro Poroshenko said that he would formalize it as a draft law and send the draft amendments to the Constitution of Ukraine regarding decentralization for consideration to the Verkhovna Rada.

As Interfax-Ukraine reports, he said this on Wednesday in Kyiv during the presentation of the draft amendments to the Constitution of Ukraine in terms of so-called decentralization.
“Today, by the end of the day, without any changes, I will formalize it as a draft law and today it will be sent for consideration to the Verkhovna Rada,” the president said.
Poroshenko said that the draft amendments to the Constitution of Ukraine in terms of decentralization clearly define that in certain administrative-territorial units of the Donetsk and Luhansk regions a specific order of local self-government is possible.
“The draft amendments to the Constitution do not provide for any special status for Donbass. All these thoughts are from the evil one. The draft allows for the possibility of a specific procedure for the implementation of local self-government in individual administrative-territorial units of the Donetsk and Lugansk regions, which are determined by a separate law. This is exactly how it is now settled,” the president said.
Poroshenko emphasized that this provision in the transitional provisions supposedly complies with the Minsk agreements, and was not imposed from the outside, and any rumors about the imposition are insinuations.
The DPR and LPR were skeptical about Poroshenko’s project, once again emphasizing that, in violation of the Minsk agreements, no one coordinated this project with them and Kyiv did not consider their proposals to amend the Constitution.
Representative of the self-proclaimed DPR Andrei Purgin said that the draft amendments to the Constitution of Ukraine, in particular in the field of decentralization of power, have nothing to do with the Minsk agreements.
