Director of the Center for Emergency Medical Care and Disaster Medicine in Kyiv, Anatoly Vershigora, said that patrol officers blocked the road for an ambulance and prevented doctors from hospitalizing a victim in an accident that occurred on the night of July 14 on Hetman Street. The doctor noted that law enforcement officers should work within the law, and not for the public.

The scandal developed after ex-Minister of Health Oleg Musiy contacted the Ministry of Internal Affairs with a demand to explain to patrol officers that blocking an ambulance was unacceptable.

According to Musiya, no law enforcement agency has the right to interfere with doctors providing medical care and prevent the hospitalization of a patient.

“Patrol officers have no rights, there are laws... Definitely, no law enforcement agencies can interfere with the professional activities of doctors. I emphasize that no law enforcement agency has the right to do this: this applies to the penitentiary system and military personnel. Therefore, such cases are unacceptable. I will appeal to the leadership of the Ministry of Internal Affairs so that they explain to their young subordinates that they have no right to interfere with the provision of medical care and block emergency medical vehicles,” the people’s deputy noted.

Oleg Musiy noted that if the victim had died in an ambulance, the patrolmen who blocked his hospitalization would have been responsible for his death.

“If the victim died, then, of course, the patrolmen who blocked the road and did not allow the ambulance to pass would have to be sued. And according to the law - no matter what kind of policeman he is - he has no right to interfere in any professional activity of doctors and medical workers. I think that after my appeal, the leadership of the Ministry of Internal Affairs will explain to them how to behave,” the ex-minister summed up.
