In fact, documents such as the Constitution must go through two stages of discussion: in the expert community and in society. Rapid-fire behind-the-scenes training does no credit to Grigory Ioffe and his group. Perhaps their haste is caused by good intentions, but it should be remembered that this is not catching fleas and one should not rush in a hurry.

A referendum on the Constitution is completely unnecessary, because The overwhelming majority of people are not legal experts, and legal formulations are simply incomprehensible to them. In addition, Crimea does not have time for this backlash (for such a complex referendum it takes 4 months).

However, it is desirable that there be at least a publication and a 10-day public discussion of its project. In this case, a wide range of interested specialists will be able to familiarize themselves with the text of the Basic Law of the Republic and make their proposals. After this, the project can be discussed at a wide round table, and only then the Constitutional Commission should submit it for approval by the State Council of Crimea. Excessive haste (as now) will give a behind-the-scenes version of the Basic Law of the Republic with a bunch of flaws.

The most important danger is that ethnic quotas should not be allowed in the formation of power, as well as privileges based on ethnicity. The Ukrainian state language in Crimea is redundant, because it is historically alien here and is simply not in demand, and its “statehood” will add unnecessary, unnecessary costs to the staff of translators, official documents, etc.

Taking into account the sad Crimean experience from the dominance of the Varangians - “Macedonians”, it would also be worthwhile to clearly state in our Constitution that only Crimean residents who have been permanently residing in Crimea for at least 5 years can become deputies of Crimea. Well, a separate topic is the existence of the post of President of the Republic.

And in general: you first need to at least take a look at what the nomenklatura authors “created” behind the scenes, but for now “everything is in the fog.”

All this needs to be discussed in wide Crimean circles, and not accepted behind the scenes, in the interests of a narrow circle of people who are personally interested in maintaining their momentary power and business interests.

By the way, some of these individuals (“creators” of the new Constitution of the Republic of Kazakhstan) until recently jealously guarded the integrity of the Ukrainian state, and some of them even wore “orange scarves”, calling activists of the Popular Front “Sevastopol-Crimea-Russia” (condemned by the Ukrainian occupation regime under Article 110 of the Criminal Code) by outcasts and separatists...

The already well-known Constitution of 92 was taken as a basis. Although there will probably be some adjustments. I haven't seen the finished look yet. In general, we are in a hurry: there is no national discussion, no publication project. In Crimea now everything is being done at a very accelerated pace, it seems that we are in a hurry to get somewhere. I am afraid that such undemocratic methods will later lead to the fact that we will have to redo it. I really wouldn't want that!

Vladimir Egorov, political scientist:

Crimea, Crimean experts and politicians did not write this Constitution. There is reliable information that Russian lawyers brought it down to us from above. Ours were given the right to include some local features, but in such a way that it did not deviate from the way Russians see it. One should not expect the new Constitution to become a historical document. You shouldn’t expect any expansion of Crimea’s powers from her. It will be adopted behind the scenes, at best, some sketches will be seen by deputies, but the final point will be set by Russian experts.
