Simferopol, March 31 (PolitNavigator, Evgeny Andreev) - The day before, President Vladimir Putin signed the Federal Law “On the peculiarities of the legal regulation of relations related to the performance of military duty by certain categories of citizens of the Russian Federation in connection with the admission of the Republic of Crimea to the Russian Federation and the formation of new subjects within the Russian Federation - RK and the federal city of Sevastopol, and amendments to the Federal Law “On Military Duty and Military Service” (No. 58-FZ).

The federal law was adopted by the State Duma on March 20, 2015 and approved by the Federation Council on March 25, 2015. The initiative to amend the Federal Law “On Military Duty and Military Service”, taking into account the interests of Crimeans, was made by Federation Council Senators from the Republic of Crimea Sergei Tsekov and Olga Kovitidi, reports the press service of the Russian Community of Crimea.

According to Tsekov, the adopted law regulates the entry of Crimeans into the Russian legal field in terms of military service and comes into force on April 1, the day conscription for military service begins.

“The interests of Crimeans related to their military service in the Russian Federation had to be taken into account. I am very glad that the Federation Council, the State Duma and the President of the Russian Federation contributed to resolving this issue. The adopted law will allow thousands of Crimeans to continue their studies in higher and secondary institutions, postgraduate residencies and internships, and young people who have stopped studying at Ukrainian universities to take part in the admission campaign this summer,” the senator emphasized.

The law establishes the following.

Crimeans will be credited with exemptions from military service, exemptions and deferments from conscription for military service, granted under the legislation of Ukraine.

A special issue is a deferment from conscription for military service for young men studying at universities, colleges, and technical schools. In connection with the entry of Crimea into the Russian educational space and the transition to mastering federal educational standards, Crimeans studying full-time will receive a deferment from conscription for military service, which will not be taken into account when granting a subsequent deferment for training. The deferment will be valid during studies in higher, secondary vocational and general education programs in the territory of the Republic of Kazakhstan or Sevastopol. Students in postgraduate, residency and internship programs will receive a deferment regardless of the form of study, and those who have completed postgraduate studies will also receive a deferment for preparing a dissertation.

Crimeans who, after March 18, 2014, were expelled from Ukrainian educational institutions or from liquidated branches of Ukrainian educational institutions in Crimea and did not manage to enroll in Russian educational institutions, will receive a deferment until October 1. This will allow them to enter universities and colleges this summer.

Students of Crimean educational institutions will receive a deferment from conscription for military service, regardless of the state accreditation of educational institutions.

Crimeans who have an academic degree awarded in Ukraine will be exempt from conscription for military service.
