“Business and management culture in Ukraine were one, but in Russia it is different - stricter control and less corruption. It is obvious that officials in Crimea perceive the political and management mechanisms that operate in Russia differently, and they will have to get used to them.

In Ukraine, over the past few years, a specific state has been built. Some call him the most corrupt in the world. Therefore, any official was built into this system.

In Russia, of course, this will not work. The official is under close attention from several departments at once. It is clear that some officials cannot adapt to these control functions,” Chesnakov said.
