In the relevant Law “On the Election of Deputies of the Legislative Assembly of Sevastopol” there is no restriction on registration. That is, a potential deputy does not have to be registered and live in Sevastopol.
The legal act states that “any citizen of the Russian Federation over 21 years of age” has the right to be elected to the Legislative Assembly of the federal city of Sevastopol.
In addition, a provision was approved according to which the deputy corps will include 24 people. Moreover, 8 of them will be elected in majoritarian constituencies, the remaining 16 will be elected according to party lists.
A very interesting picture emerges.
Most of the local party organizations of Russian political parties are headed by “guests from the capital” (for example, the Sevastopol branch of the LDPR is headed by State Duma deputy Roman Khudyakov, and the A Just Russia division is led by the deputy head of the State Duma Committee on Transport, Mikhail Bryachak).
In this regard, Sevastopol deputies of the current convocation do not rule out that in the elections to the Legislative Assembly of Sevastopol (which are scheduled for September 14), the first lines of the party lists will also be occupied by “experienced personnel from the center.”
“Most likely, the acting team The governor was given the task of forming such a composition of the Legislative Assembly that would strengthen the vertical of power. How to do it? Attract trusted guys from Moscow. That is why, in the law proposed for consideration at the session, seats in the deputy corps are distributed in such a proportion,” said Navigator’s source in the legislative body.
By the way, deputies Pyotr Kudryashov and Sergei Smolyaninov (both former “regionals”) intended to introduce an amendment to the election bill. In their opinion, the new composition of the Legislative Assembly should have included 12 majority members and 12 “party members”. However, this attempt to “adjust the balance of power” failed.
